VPN (Virtual Private Network) software connects your computer directly to the DES private network. VPN creates a secure “tunnel” between your computer and DES. The VPN tunnel connection allows you to continue your agency work as if you were sitting at a computer at your DES office workstation. |
I am using VPN to telework from my personal/ home computer. Will using VPN change the contents of my personal computer to public records? |
Good question. Short answer: No. Using VPN to telework does not place the content of your personal computer at risk of search or disclosure to a public records request Why? First, what is a public record? A public record is any writing related to the conduct of government or to the performance of any government function. A public record is defined by the content and purpose of the record and not by the device used to create the record. When teleworking via VPN you are creating public records related to a government function: your job as a DES employee.
Second, by using VPN, the public records you create are located on and contained within the DES Enterprise Technology Services (ETS) infrastructure. Instead of creating those records at your 1500 Jefferson desk, you are creating these records from a remote location at the other end of the VPN connection. |
How can I avoid creating public records on my personal device? |
Connect to DES using the VPN software and continue to use only DES software to work with folders and documents on your DES desktop or on DES network shared folders. Do not use copies of your personal software to create or continue DES work. For example, do not compose or reply to email using a personal copy of Outlook or Word. |
Should I use a DES laptop? |
If this is an option, discuss using a DES computer with your manager and with DES IT. Limiting agency work to a DES device will reduce the risk of creating agency public records on a personal device. In addition, a DES laptop is substantially more secure than a personal device. |
Why can’t I just use Outlook Web Access (OWA) |
OWA allows only limited access to DES resources; OWA is adequate but limited to email use but not much else. |
